FAQ — Incubator: Democracy x AI Cohort Call for Proposals

Last Updated: Mar 9, 2026

This FAQ doc will be regularly updated as questions come in beyond what is covered in the full call for proposals. If you still have a question after you have reviewed the full call for proposals and FAQ doc, you can email [email protected]. Due to high email volume, we only have capacity to respond to questions that are unanswered elsewhere.

Eligibility questions

Q: Is a project primarily grounded in philosophical reflection, academic exchange, cultural production, and community education - rather than technical development - eligible for this funding?

A: No. The Mozilla Incubator is set up to support projects that are primarily technical in nature.

Q: I’m interested in applying with a unique/small team structure, do I realistically qualify for this round?

A: The only requirement for team structure is that it be sufficient to take forward the work you propose effectively.

Q: I only have a wireframe/idea, do I realistically qualify for this round?

A: No, we are looking for a working technology that people can actually use — not just an idea or wireframe. If your project has not yet reached that stage, you won’t realistically qualify for this round.

Q: My organization is a for-profit entity, can I be eligible to receive funding from this call for proposals?

A: Yes, you may be eligible. Funding requests and budget expenditures will need to be very narrowly tailored to a specific, identifiable charitable project that is in alignment with the mission of the Mozilla Foundation.

Q: I don’t yet have my organization recognized as a 501(c)(3) tax exempt organization. Can I use a fiscal sponsor?

A: Yes, we often recommend fiscal sponsorship as a great option for teams not yet recognized as tax exempt organizations. You can find more information about fiscal sponsorship here.

Q: Does my project need to use AI? Can I just add an AI feature to my project in order to become eligible?

A: Projects must use AI as a core part of their solution in order to be considered eligible. We are not looking for simple prototypes using off-the-shelf technology (for example, a chatbot that leverages one of the big four LLMs to provide some information to users) but rather, new approaches to problems facing democracy that leverage AI or machine learning as part of their core stack.

Q: What is your definition of “AI”?

A: We take a broad view of AI, which includes everything from LLMs and agentic AI to small models and traditional machine learning techniques.

Q: My solution only focuses on one neighborhood/city/province/country—am I still eligible to apply?

A: Yes, you are, though it would be great to hear either: a.) why your solution is tailored to one specific location and should stay that way; b.) what the path would be to wider adoption of your solution in more geographies.
